The Telecommunications Access Program (TAP) of Kansas will provide vouchers for specialized telecommunications equipment for people with certified disabilities who need assistance in utilizing the telephone. To see a list of devices available on loan from CILSWKS, click here.

Who is eligible for telecommunications equipment vouchers?

  1. An applicant must be a Kansas resident.
  2. An applicant must have telephone service in the home.
  3. An applicant must have a certified disability that requires specialized equipment to effectively use the telephone.
  4. An applicant's annual adjusted gross income does not exceed $55,000 per household. ($3,000 may be added to the $55,000 income threshold for each dependent claimed for income tax purposes.)

The $55,000 annual income threshold is based on the applicant's household gross income as reflected on the most recent State income tax return. This amount may be adjusted by $3,000 per dependent claimed on the Federal income tax return. In the case of a husband and wife filing jointly, the couple's combined gross income will be used for determining eligibility but still shall not exceed $55,000 (plus dependent adjustments) to qualify.

The TAP staff may make certain information available to the Kansas Legislature, the Kansas Corporation Commission, or other entities for the purposes of program administration, improvement, evaluation, or auditing.

How to apply for telecommunications equipment vouchers?

To apply for a TAP voucher, send the completed application (you can pick one up at the CILSWKS office) to the address on the application. If the application is approved, a voucher will be issued to the applicant in an amount equal to the market price of the equipment requested. If the applicant is also approved for the signaling device, two vouchers will be issued. The voucher(s) will e mailed to the applicant along with a list of approved vendors. The voucher recipient is responsible for purchasing or ordering their equipment. Out-of-state vendors may be used if they have been approved by TAP.

How to use the voucher with in-state vendors?

Take the voucher to a vendor on the TAP approved vendor list. The vendor will provide (or order) equipment listed on the voucher. Simply give the vendor the voucher in exchange for the equipment. The vendor will submit an invoice to TAP along with the voucher for reimbursement. Check the approved vendor list to find out which vendors can provide training or assistance in equipment selection, if needed.

How to use the voucher with out-of-state vendors?

Mail-order vendors may be used if they are on the approved vendor list. First, call the vendor and request a product catalog. After the catalog arrives and the selection has been made, simply mail in the voucher(s) with the catalog order form. The vendor will ship the equipment directly to you and send the invoice and voucher to TAP for reimbursement.
